The American Recovery and Reinvestment Act (ARRA) Transit Security Grant Program (TSGP) is authorized the American Recovery and Reinvestment Act of 2009 (P.L. 111-5) and the Implementing Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53) (the 9/11 Act). ARRA TSGP will focus on the use of visible, unpredictable deterrence through the funding of Operational Packages for canine teams, mobile explosives detection screening teams, and Anti-Terrorism teams both due to their effectiveness in reducing risk to transit systems and their potential for job creation. In addition, funding will be provided for capital projects including Multi-User High-Density Key Infrastructure Protection, Single-User High-Density Key Infrastructure Protection, Key Operating Asset Protection, and Other Mitigation Activities.FEMA asks applicants to submit their application package through Grants.gov. However, if issues arise with Grants.gov, FEMA will also allow applicants to submit their application package directly through OJP’s Grant Management System (GMS). the International Conference on Human-Computer Interaction with Mobile
Devices and Services (MobileHCI 2009) is the leading forum to discuss
the challenges in effective interaction with mobile systems and

The technical quality of the program is very high, as well. We received
this year 176 submissions, 95 long and 81 short papers. We were able to
accept 23 long papers (at a 24,2% acceptance rate) and 15 short papers
(at a 18,5% acceptance rate). The overall acceptance rate is 21,6%.

The program is complemented by a large variety of other formats such as

INTRODUCTION
Social computing has reached exponential growth in various application areas
enabling new digital contexts for almost any type of interaction and is
expected to broaden further in scope and impact in various domains, becoming
a new paradigm for the next generation applications. Social computing
creates unique opportunities, challenges and implications for a variety of
sectors which are imperative to be understood if they are to be faced
successfully. Social computing research issues span diverse disciplines such
as computer science, information systems, sociology, marketing, economics
and organization science. This calls for an interdisciplinary approach to
the social computing field from both research and practical perspectives.

OBJECTIVE OF THE BOOK
This book aims to provide a holistic approach to social computing with
respect to the underlying theory, technology and mechanisms, as well as the
challenges, opportunities and impact of social computing to any application
area. As such, the book will offer a much needed interdisciplinary
perspective of social computing and deliver a concentrated body of knowledge
with contributions from diverse domains and fields. In this way, the book
intends to serve as a valuable tool for academics in their research and
teaching in various disciplines, as well as for professionals in several
sectors facilitating them in understanding and leveraging the potential that

Social computing spans a wide spectrum of diverse disciplines and sectors.
This calls for studies that investigate and reveal research issues and
methodological challenges emerging for and from social computing in various
application areas. Studies are needed on how social computing research can
be facilitated and informed by various disciplines.

Social Computing applications and context

Research is needed to examine design factors and processes for social
computing applications and for various domains (e.g. e-commerce, marketing,
government, education, etc). In addition, research needs to investigate
determinants for the successful adoption, use and benefits realization of
social computing applications in various sectors. Implementation case
studies of social computing in various sectors are also sought that provide
insights for research and practice.

Social Computing platforms and technologies
===========================================
Studies are needed covering the state of the art of social computing
platforms, tools and technologies. These should cover the characteristics,
added-value and development trajectories of emerging technologies and
platforms of social computing and assess the benefits or drawbacks
associated with the use of current ones.

Social Computing economics
==========================
Social computing creates new opportunities and poses new challenges for
organizations in various contexts which are yet to be identified. Research
is needed on how organizations can effectively leverage social computing to
generate new value opportunities. Example topics include new business models
and investment justification and performance evaluation for social computing
initiatives.

Social Computing organizational forms and behavior traits
=========================================================
Changes in organizational forms and structures and emergent ones together
with the threats and risks associated with them are needed to be described
and understood. Research should examine social and behavioral aspects of
social computing regarding through topics such as network analysis,
behavioral modeling, social intelligence, social engineering and cultural
dynamics.

Management / Governance of Social Computing
===========================================
Research is required to understand what governance structures and management
mechanisms and systems are needed for social computing and how these can be
effectively designed and applied. Research issues include, but are not
limited to, trust, reputation, privacy, risk and security.

SUBMISSION PROCEDURE
Researchers and practitioners are invited to submit on or before July 1,
2009, a 2-3 page chapter proposal clearly explaining the mission and
concerns of his or her proposed chapter. Authors of accepted proposals will
be notified by July 15, 2009 about the status of their proposals and sent
chapter guidelines. Full chapters are expected to be submitted by August 30,
2009. All submitted chapters will be reviewed on a double-blind review
basis. Contributors may also be requested to serve as reviewers for this

change the way we work, live, and play. Let your work be experienced

Emerging Technologies shares an overall theme with the Art Gallery:
Adaptation. For SIGGRAPH Asia 2009, we are seeking works that show how
digital technology adapts, or can help us adapt, to a world in flux.
Adaptation can have many meanings, from machines that repair
themselves under stress to technologies that help humans survive in
adverse conditions. Adaptations can also be unexpected or unwanted. We

submitters to provide extensive technical, logistical, and practical
documentation. Running an Emerging Technologies demo is hard work, but
it is also very rewarding. Your work will be experienced by thousands
of people, and thousands more will learn about it in international
media reports.

We invite submissions from academic institutions, corporations, and
individuals. All submissions will be reviewed by experts in relevant
fields, and the final selections will be made by a jury. In addition
to submitted works, a portion of the exhibition will be curated;
please contact the Emerging Technologies Chair if you have suggestions
for curated works! Juried and curated works will be clearly
distinguished in the conference program.
